According to U.S. Government documents, the seal is to reflect the beliefs and values that the Founding Fathers had for our new nation and it’s future. The obverse side of the Great Seal is the side containing the eagle and the shield.
In the shield, the red and white stripes are to represent the states and the blue is to represent Congress being supported by the states and unites the whole; The colors themselves also have meaning…“White signifies purity and innocence; Red, hardiness and valour; Blue is meant to signify vigilance, perseverance, and justice” The shield itself is not supported to show that the United States would be self reliant.
The original 13 states are represented in the bundle of arrows, the stripes of the shield, and the stars in the constellation. And, most know that the olive branch and the arrows represent peace and war. At various points in our history, those two symbols have been reversed to indicate a time of war or a time of peace.
